If I earn a degree in Taiwan, can that time be counted towards permanent residency?

Gold Card holders may use a doctoral degree issued in Taiwan to offset two years of the residency requirement, and a master’s degree issued in Taiwan to offset one year of the residency requirement. In other words, Gold Card holders with a doctoral degree from Taiwan may apply for permanent residency at the earliest after one year of residence in Taiwan, while those with a master’s degree from Taiwan may apply at the earliest after two years of residence.
